Finance Minister Situmbeko Musokotwane has told newly appointed Cabinet Ministers to know the 2027 National Budget line by line and defend it in the House, as Emoluments Commission Director General Chembo Mbula joined the orientation whose mandate covers the salary lines that sit inside non-discretionary spending.

Finance and National Planning Minister Dr Situmbeko Musokotwane has urged Cabinet Ministers to understand and defend the 2027 National Budget before the National Assembly and Parliamentary Committees.

The ministerial orientation on the Budget was held in Lusaka on 29 October 2026, a day after President Hakainde Hichilema appointed the new Cabinet.

Emoluments Commission Director General Mr Chembo F. Mbula attended alongside Permanent Secretaries, significant because the Commission determines and harmonises the emoluments that form part of non-discretionary expenditure.

Ministers must review portfolio budgets line by line with Permanent Secretaries, Controlling Officers and Directors, and may propose reallocations only through formal parliamentary amendments within the approved ceiling.

Dr Musokotwane cautioned that breaches of public financial management rules on procurement, contracting and expenditure have previously led to arrests and court cases.

Cabinet is expected to approve the Budget for appropriation on 30 October 2026, ahead of presentation to the National Assembly on 6 November 2026.

LUSAKA: A day after President Hakainde Hichilema appointed his new Cabinet, the Ministry of Finance and National Planning put the ministers through Budget school. Finance and National Planning Minister Dr Situmbeko Musokotwane MP on Thursday told the incoming Cabinet to understand and defend the 2027 National Budget as the National Assembly considers it, and to oversee its implementation once approved.

Finance and National Planning Minister Dr Situmbeko Musokotwane MP and Secretary to the Cabinet Mr Patrick Kangwa at the ministerial orientation meeting on the 2027 National Budget in Lusaka.
Know it line by line, defend it in the House

The instruction from Dr Musokotwane was unusually granular for an orientation meeting. Ministers, he said, should work with Permanent Secretaries, Controlling Officers and Directors to review their portfolio budgets and understand each allocation, line by line. The Budget, he reminded them, forms part of Cabinet’s collective and agreed position, and ministers must be prepared to present and defend their budgets, Government policies and programmes in the House and before Parliamentary Committees, where portfolio budgets are closely scrutinised.

Finance and National Planning Minister Dr Situmbeko Musokotwane MP delivering his remarks at the orientation meeting in Lusaka on 29 October 2026. Photo: Emoluments Commission

He also carried a warning that has teeth. Failure to comply with public financial management requirements for procurement, contracting and expenditure, Dr Musokotwane cautioned, had previously led to arrests and court cases. And he closed one escape route in advance: a minister who considers another priority more important may propose a reallocation, but only through a formal amendment in Parliament, within the approved ceiling, and on the strength of a full understanding of the Budget.

Why the Emoluments Commission was in the room

Among the Permanent Secretaries in attendance sat Mr Chembo F. Mbula, Director General of the Emoluments Commission, and his presence was a statement in itself. The Commission’s mandate is to determine, harmonise and rationalise emoluments, the salaries and related benefits that form part of non-discretionary expenditure, the portion of the Budget that government cannot trim without restructuring the public service itself.

That matters for the arithmetic of 2027. As we reported in the run-up to the Budget, the envelope leaves only a thin slice of room for new discretionary spending once the wage bill, debt service and other compulsory lines are covered. An institution that can rationalise the non-discretionary base is one of the few levers that can widen that room over time, which is why its chief was seated where the Budget’s biggest consumers were being briefed. Mr Mbula has previously pressed the accountability angle too, urging supplier ownership checks to prevent corruption in public procurement.

Kangwa: from stabilisation to production

Secretary to the Cabinet Mr Patrick Kangwa pressed the same brief from the machinery’s side. He urged Ministers to prepare thoroughly for the National Assembly’s consideration and approval of the Budget, describing it as a key means of implementing Government’s policies, priorities and development aspirations.

Mr Kangwa’s framing of the 2027 Budget tracks the government’s wider pivot: consolidate the gains in restoring macroeconomic stability while placing greater emphasis on accelerating economic growth and increasing production, the same shift President Hichilema signalled in his Independence Day call to move from stabilisation to growth. He underscored that ministries need to understand the fiscal framework, the Government’s resource constraints and the country’s wider development priorities.

The clock to 6 November

The timeline is now tight and public. Cabinet members are expected to deliberate and approve the Budget for submission to the National Assembly at a Cabinet meeting scheduled for 30 October 2026, with Dr Musokotwane set to present it to the House on 6 November 2026.

For a Cabinet appointed on 28 October, that leaves almost no runway: the same ministers who were sworn in at State House this week must now internalise portfolio allocations they did not design, defend them before committees that will scrutinise every line, and present a unified government position in the House. The orientation meeting was, in effect, the first working day of that assignment.

Delegates follow proceedings during the ministerial orientation on the 2027 National Budget.
What this means for business and policy

For policy: the line-by-line brief and the closed reallocation route signal a Treasury determined to hold the fiscal framework against ministerial pressure. Watch the 6 November presentation and the subsequent committee scrutiny for whether the approved ceiling survives intact, and read it alongside our analysis of what Zambia should demand from a thirty-ministry government.

For business: the arrest warning on procurement and contracting breaches was aimed at the political and administrative layer that signs contracts. Suppliers and contractors should expect tighter documentation discipline across ministries in the 2027 implementation year, and earlier scrutiny of commitments, because the people approving them have now been told, on record, that non-compliance has criminal exposure.

For the public wage bill: the Emoluments Commission’s seat at the orientation is the quiet signal. Emoluments rationalisation is one of the few structural levers on non-discretionary spending; if the 2027 Budget or the medium-term framework contains commission-driven harmonisation measures, that is where the fiscal room for the growth agenda will be created.
