The Electoral Commission of Zambia (ECZ) has announced that the nationwide distribution of ballot papers to districts will begin on 2 August and conclude on 10 August, following the successful completion of the ballot paper verification exercise.
The announcement marks another key milestone in Zambia’s preparations for the forthcoming general elections, with the Commission indicating that all verified ballot papers will now be securely transported to their respective districts.
Speaking after the verification exercise at the ECZ Silverest Warehouse in Chongwe District, ECZ Acting Manager for Elections Mataa Sikota said the verification process had been completed successfully.
Although the Commission had initially planned for verification to take two days, stakeholders agreed that inspecting two sample pallets, representing Mansa East Constituency in Luapula Province and Lumwana Constituency in North-Western Province, provided sufficient assurance regarding the integrity of the remaining consignments.
According to Mr. Sikota, participating stakeholders expressed confidence in the process and preferred that the remaining sealed pallets proceed directly from the Commission’s warehouse to district centres under secure transportation arrangements.
Stakeholders Welcome the Process
Representatives from political parties and civil society organisations who observed the exercise described the verification process as transparent and credible.
UPND Media Director Mark Simuuwe expressed satisfaction with how the verification had been conducted, saying the process demonstrated openness.
Meanwhile, National Reconciliation Party for Unity and Prosperity (NRPUP) Secretary General Zumani Zimba commended the Electoral Commission for maintaining transparency throughout the exercise.
Similarly, Non-governmental Gender Organisations’ Coordinating Council (NGOCC) Chairperson Beauty Katebe, together with other observers, described the verification exercise as credible and transparent.
Why Ballot Distribution Matters
The movement of ballot papers from central storage facilities to districts represents one of the most sensitive logistical stages of any election.
Successful distribution requires coordinated security, transport planning, inventory management and monitoring to ensure that election materials reach every constituency on schedule while maintaining the integrity of the electoral process.
Election logistics are also significant from an administrative and economic perspective. Large-scale procurement, transportation, security deployment and temporary staffing associated with elections create substantial operational activity across the country, while timely delivery helps reduce risks of delays that could undermine public confidence.
