President Xi Jinping’s special envoy Xian Hui will attend President Hakainde Hichilema’s inauguration in Lusaka on 1 September, according to an announcement by China’s Ministry of Foreign Affairs. The ministry published the notice on 28 August 2026.

What did China announce?

The Chinese foreign ministry announcement said Xian would attend at the invitation of the Zambian government. It identified her as a vice chairperson of the National Committee of the Chinese People’s Political Consultative Conference, China’s national political advisory body.

The announcement did not disclose her programme in Lusaka, any planned bilateral meetings or agreements to be signed during the visit.

Who is Xian Hui?

Xian Hui is one of the vice chairpersons of the CPPCC National Committee. Her designation as Xi’s special envoy means she will attend the ceremony as the Chinese president’s representative.

What does the visit say about Zambia-China relations?

The trip follows Xi’s 20 August message congratulating Hichilema on his re-election. In that message, Xi said the two governments should implement the outcomes of the Beijing Summit of the Forum on China-Africa Cooperation and continue what China describes as a comprehensive strategic cooperative partnership.

For businesses and investors, the immediate development is diplomatic representation at the inauguration, not a new economic deal.
